Votes can be used as a method of authorisation on whether a workflow 
state moves into another workflow state.
Votes can be selected as applicable when 
adding or 
editing a workflow 
transition.
Note: if you upvote or downvote, you will not have the option to change your vote at a later stage.
If a certain quota of ‘yes’ votes is achieved by the assigned voters, the workflow will move into the new state.
